Finland license reform timeline
The dates that separate a licence application from permission to offer services in mainland Finland.
Is sports betting legal in Finland
Yes, within the authorized system for people aged 18 and over. Through 30 June 2027, the current mainland provider remains Veikkaus under its exclusive right. From the following day, other businesses may launch services only with the required Finnish permission in force.
Sports betting is already part of the current system. The Ministry of the Interior also distinguishes the operator’s position from the player’s: playing games outside the monopoly is not prohibited. That does not give those businesses permission to market themselves in Finland.
The milestones in date order
The Ministry’s reform project record sets out how the legislation reached this point. Its reform questions and answers cover the licence and software deadlines. Applications are already open as we write; the table also includes the steps still ahead in 2027 and 2028.
| Date | Milestone |
| 20 March 2025 | Bill reaches Parliament as government proposal HE 16/2025. |
| 16 December 2025 | Parliamentary adoption of the Gambling Act and associated legislation. |
| 16 January 2026 | President’s approval of the legislation. |
| 1 March 2026 | Gambling licence applications opened through the National Police Board. |
| 30 June 2027 | Current mainland exclusivity and National Police Board supervision reach their final day. |
| 1 July 2027 | Finnish licences can first take effect. The Finnish Supervisory Agency takes over; software licence applications open. |
| 1 July 2028 | Operators holding gambling or exclusive licences must use software supplied by gambling software licensees. |
When a company announces an application, we look for a separate launch date. “Applied in 2026” records progress through the process. It does not tell readers whether permission has been granted or when that permission starts.
What an application actually establishes
The Finnish Police’s gambling guidance explains that applications became possible on 1 March 2026, but licences cannot enter into force before 1 July 2027. A decision issued earlier therefore needs to be read with its effective date. An application, an approval and an active permission answer different questions.
An overseas licence answers another question again. As Finnish Police supervision guidance explains, the EU has no mutually recognized gambling licence. Reading that a company holds permission elsewhere in the EU therefore leaves the Finnish question open: which authorization covers its activity here?
A headline describing a company as “Finland ready” leaves us looking for the permission behind it. Preparations can be newsworthy, but a statement about what a business plans to do cannot establish that its licence has taken effect.
Which activities move into competition
The Ministry’s reform explanation includes betting, online casino games, online slots and online money bingo within the competitive system. This is a partial opening. Lottery-type products and physical slot and casino games remain within the exclusive system, so a reference to the monopoly “ending” needs that qualification.
The software deadline belongs to a different part of the reform. Applications for supplier licences open when the new operating system begins in July 2027. The obligation to use licensed software suppliers follows a year later. It would be misleading to treat July 2028 as an extra year before consumer-facing licences are required.
Marketing has its own conditions
Under the Finnish Police’s marketing guidance, Veikkaus alone may advertise gambling until 30 June 2027. The definition reaches beyond conventional adverts: indirect advertising and promotional articles can count too. Placing an offer beside a factual timetable therefore raises a separate question about the marketing, however accurate the timetable is.
From July 2027, licence holders may market within the new Act’s restrictions. The change is not blanket permission for every format or publisher. The Ministry describes limits on marketing methods, including influencer marketing, and requirements concerning moderation and protection of minors.
For that reason, we would assess the surrounding material as well as the wording of a legal explainer. An accurate date in an article does not establish permission for an offer displayed alongside it. A foreign licence badge does not settle that question either.
What readers should check next
The age limit stays at 18. The Ministry’s announcement of the new system also describes identification requirements and a centralized self-exclusion system. A description of those safeguards tells us what the framework requires. We would still need to establish whether a particular service falls within that framework.
After launch, a reader checking an operator needs the supervisory authority’s licence information. Look for the business named there, the games covered and the period of validity. A report written while applications were open cannot confirm those details for a later date.
Related sports and gaming coverage appears in the Finland edition of BW Game Hub. It provides wider editorial context for this timeline; the linked official sources establish the regulatory dates. An operator’s permission must still be checked with the supervisory authority.
This timeline concerns mainland Finland. Read its dates alongside the linked official sources whenever using it after the review date.
