Gambling laws in Norway

An adult reader’s guide to checking permission and understanding what happens when a gambling service targets Norway from abroad.

You have found a website with Norwegian prices and a registration form that accepts your postcode. Before going further, there is a question the sign-up screen cannot answer: who has given this business permission to serve Norway?

For adults asking “is online gambling legal in Norway”, the short answer is yes within Norway’s authorized system. The position of an overseas business targeting Norwegian customers is a separate matter. We think that distinction is the most useful starting point for reading any casino or sportsbook guide.

Who may offer online gambling

The Norwegian Gambling Authority, Lotteritilsynet, says Norsk Tipping alone may offer online casino games and sports betting; Norsk Rikstoto has the exclusive right to horse betting. Other permissions exist for activities such as bingo and charitable lotteries.

The Gambling Act took effect on 1 January 2023. Norway operates an exclusive rights model, rather than an open commercial licensing market. An international sportsbook cannot establish Norwegian permission simply by holding a licence elsewhere.

What the player distinction actually means

The government’s explanation of the legislation distinguishes the professional provider from the participant: Norwegian law does not prohibit a player merely from participating in gambling that lacks Norwegian permission. That does not authorize the business to target Norway.

Nor does it settle every action connected with the account. Payment handling, promoting a service and reporting taxable winnings have their own rules.

We would ask what happens if a withdrawal never arrives. On its guidance page about foreign operators, Lotteritilsynet says it cannot help someone obtain unpaid winnings from these companies. Anyone already in a dispute should keep the messages and payment receipts. The balance shown after a game is not money received in a bank account.

Reading a licence claim properly

A foreign licence can describe supervision in the issuing jurisdiction. It does not replace Norwegian authorization. In its explanation of EEA rules, Lotteritilsynet makes the point that member states regulate gambling differently. A company based in one EEA country cannot claim an unrestricted right to serve the others on that basis.

Take the Norwegian language menu or an account denominated in NOK. The authority considers such features when assessing whether a service targets Norway. Neither answers the permission question. Our first reference would be the authority’s overview of permitted providers, where readers can check the basis of an approval claim for themselves.

Why access and payments can differ

Since 1 January 2025, Norway has had DNS blocking powers. If you enter a blocked gambling address, your internet provider can send you to a notice explaining the block instead. The authority assesses websites individually and orders blocking where the conditions apply. A page that still opens has not, by that fact, received permission.

Payment restrictions address a different part of the journey. Norwegian banks and financial institutions must stop transactions they know are stakes or winnings connected with gambling without Norwegian permission. This covers money going in and coming out. Banks do not have to wait until the regulator names a particular company or account before acting on that knowledge.

Suppose a deposit went through last week but a withdrawal is stopped today. That is a reason to ask the bank what happened, keeping the transaction reference to hand. Trying another route does not change the operator’s legal status.

Seeing an operator mentioned online is not evidence that its promotion is allowed. Lotteritilsynet’s guidance covers advertising and assistance with marketing gambling that lacks Norwegian permission. Its examples include social media promotion and links to foreign gambling operators or casino portals.

This matters beyond paid banners. A person considering sponsorship, an affiliate arrangement or promotional content needs to assess the marketing rules separately from the player distinction. We would not treat a familiar public figure’s endorsement as a substitute for checking permission.

Winnings and records

Skatteetaten says individual winnings above NOK 10,000 from taxable gambling generally have to be reported. Commercial foreign casino and sports betting winnings are generally taxable above that threshold. Its tax-free list includes Norsk Tipping and Norwegian horse betting. An EEA game can qualify if it is comparable to a game legally offered in Norway and all its profit goes to charitable or nonprofit purposes.

Tax-free winnings must also be reported when their total exceeds NOK 100,000; reporting does not make them taxable. Business gambling has different treatment. Keep records of individual wins and check Skatteetaten’s guidance rather than rely on a licence badge.

Keeping the wider picture

Our recommendation is to read game mechanics separately from legal permissions. BW Game Hub’s Norway coverage brings sports reporting and game explainers together; this page provides the legal context. The official sources remain the reference for authorization.

Permission cannot tell you whether gambling suits your finances. If spending is becoming hard to control, Hjelpelinjen offers anonymous advice. Account exclusion can also help you take a break.
